Chief Executive Officer
Bruce Waldo, MPA
Bruce Waldo joined Aurora in January 2010 as Aurora West’s CEO and was promoted in July 2011 as CEO of both Aurora Arizona hospitals. Mr. Waldo has more than 30 years of executive psychiatric healthcare management experience for both publicly traded and privately held hospital companies across the country including Community Psychiatric Centers, Hospital Corporation of America, Mental Health Management, Behavioral Healthcare Corporation and Acadia Healthcare Company. Via his vast experience in psychiatric hospital administration, Mr. Waldo has turned around under-performing operations, succeeded budgetary expectations and possesses a distinct ability to create, foster and empower significant clinical and leadership teams.  After beginning his college career at Brown University, Mr. Waldo transferred to the University of Washington in Seattle where he received his Bachelor's Degree in Sociology and a Master's Degree in Public Administration. 

Chief Financial Officer
Rebekah Francis, JD/MBA

As Aurora Arizona’s CFO, and a licensed attorney in the state of Arizona, Rebekah Francis affords the Aurora system strong fiscal leadership, analytical and project management skills and keen process improvement abilities. Ms. Francis joined the Aurora team February 2013 after serving as a Policy and Compliance Counsel/Consultant for Maricopa County for three years. Prior to her county tenure, she was an attorney with Polsinelli Shughart, PC.  Ms. Francis has also held a variety of financial operational positions within for-profit and not-for-profit hospitals. She is responsible for the overall financial administration of the Aurora Arizona system and works closely with the CEO regarding operations, internal controls and other issues impacting financial viability.  She received a Juris Doctor and Masters of Business Administration from the University of Arizona and a Bachelor of Science in Finance from Brigham Young University.

Director, Clinical Services
Ellen N. Lewis, RN, MSN
After serving 20 years in the United States Air Force as an Officer and registered Nurse, including a deployment to the Persian Gulf War in Desert Storm, Ellen Lewis has had a career marked by senior leadership responsibilities in a wide variety of clinical, corporate, managed care and consulting settings. Her experience has included serving as Chief Nursing Officer for a start-up psychiatric hospital, providing regional administrative oversight for a multi-site oncology treatment center as well as serving in various leadership roles for several large managed care organizations. She has also served as a Psychiatric Nurse Liaison to medical, surgical and intensive care unit nursing staff. Ms. Lewis joined Aurora in May 2012 as Director of Clinical Services to provide oversight and leadership to nursing, social services, adjunctive therapy, health information management, clinical education, infection prevention and employee health. Ms. Lewis received a Bachelor’s of Science Degree in Nursing from Notre Dame of Maryland University, a Master’s of Science Degree in Nursing from Arizona State University and holds a Diploma in Legal Nurse Consulting from Kaplan University.

Director, Patient Access
Jeff Serrano, MBA, MC
Jeff Serrano became Aurora’s Director of Patient Access in March 2012 and has leadership responsibility for outpatient services, intake and patient services for the Aurora system. Mr. Serrano received a Master’s Degree in Counseling from the University of Phoenix and served in a variety of behavioral health roles in privately-owned and state-run organizations. Mr. Serrano went on to earn a Master’s Degree in Business Administration from the University of Phoenix and headed several local and international sales and marketing teams. Mr. Serrano’s unique coupling of clinical expertise and business acumen provides the necessary leadership and skills to enhance Aurora’s service offerings and to help maintain our leadership position in the communities we serve.

Director, Business Development & Marketing
Erin Boyd
Erin Boyd lends 20 years of experience in healthcare communications, marketing, public relations and strategic planning to Aurora having creatively developed and implemented groundbreaking concepts, messages and programs producing maximum exposure and profitability. Ms. Boyd’s experience stems from marketing and communication related leadership positions in a medical hospital, an international service organization, in which she lived and worked in a developing country, and consulting services for public and privately held companies ranging from high-tech, pharmaceutical and surgical equipment manufacturers to non-profit and marketing research organizations. Ms. Boyd joined Aurora in September 2010 as Aurora West’s Director of Business Development and was promoted to provide leadership oversight for the entire Aurora system in April 2011. She received a Bachelor’s of Science in Broadcast Journalism from Oklahoma State University.

Director, Integrated Services
Joel Conger, MBA

With over 20 years of progressive behavioral healthcare experience in Maricopa County, Joel Conger brings significant operations and clinical leadership to Aurora’s senior leadership team. Mr. Conger has led a variety of teams for the three of the Regional Behavioral Health Authority administrators including Magellan Health Services, Inc. and ValueOptions, Inc. In addition to his operational experience, his varied responsibilities included product and program management, contract administration, utilization management and interagency collaboration.  Mr. Conger joined Aurora in April 2014 as the Director of Integrated Services and is responsible for growing and managing Aurora’s Outpatient Services department in addition to serving a primary liaison for community based behavioral health services. He received a Masters in Business Administration, Healthcare Administration, from the University of Phoenix and a Bachelors of Arts in Psychology from the University of Arizona.

Director, Human Resources
Vicki Thomsen, SPHR
Vicki Thomsen started with Aurora in September 2010 as Aurora West’s Director of Human Resources and was promoted to the Aurora Arizona system Human Resources Director in July 2011. Ms. Thomsen brings broad skills in human resources operations, organization development and employee relations, gained through more than 20 years of experience in senior level positions in manufacturing and healthcare. Ms. Thomsen is responsible for Aurora’s talent acquisition, workforce development and workforce engagement. Ms. Thomsen also received her certification for Senior Professional in Human Resources and is a certified Trainer in Development Dimensions International.
